It was a year of transition with a mix of returning and newly elected and appointed Councilmembers, a new City Manager, and a few new staff, yet the focus remained on strengthening foundations, improving essential services, and supporting long term stability. We also acknowledge the staff whose steady day to day work keeps the City operating and makes these major achievements possible. Photovoltaic upgrades at the Wastewater Treatment Plant, a significant repair to Lake Street, ongoing repairs to water service lines across multiple neighborhoods, and airport improvements that included two new portable <img decoding="async" class="wp-image-8489 alignnone size-full" src="https://cloverdaleconnect.com/wp-content/uploads/2025/12/Furber-Playground.jpg" alt="" width="764" height="800" srcset="https://cloverdaleconnect.com/wp-content/uploads/2025/12/Furber-Playground.jpg 764w, https://cloverdaleconnect.com/wp-content/uploads/2025/12/Furber-Playground-480x503.jpg 480w" sizes="(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 764px, 100vw" />buildings supported system reliability, while crews responded to 235 community service requests ranging from pothole repairs to graffiti abatement and park maintenance. Survey feedback guided new downtown drinking fountains, planter adjustments, and <img decoding="async" class="wp-image-8490 alignnone size-full" src="https://cloverdaleconnect.com/wp-content/uploads/2025/12/dogpark-ada.jpg" alt="" width="800" height="791" srcset="https://cloverdaleconnect.com/wp-content/uploads/2025/12/dogpark-ada.jpg 800w, https://cloverdaleconnect.com/wp-content/uploads/2025/12/dogpark-ada-480x475.jpg 480w" sizes="(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 800px, 100vw" />other enhancements. Routes to schools were improved through vegetation clearing, branch trimming, serviced school zone lights, and refreshed striping at key crossings, and work continues in the downtown corridor to reduce tripping hazards and improve accessibility. The City also participated in the countywide Streets to Creeks trash awareness campaign and contributed to the <img decoding="async" class="wp-image-8502 alignnone size-full" src="https://cloverdaleconnect.com/wp-content/uploads/2025/12/PW-and-Parks-Team-proclamation.jpg" alt="" width="800" height="179" srcset="https://cloverdaleconnect.com/wp-content/uploads/2025/12/PW-and-Parks-Team-proclamation.jpg 800w, https://cloverdaleconnect.com/wp-content/uploads/2025/12/PW-and-Parks-Team-proclamation-480x107.jpg 480w" sizes="(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 800px, 100vw" />Russian River Cleanup to protect local waterways. Water system improvements were completed through a turnkey efficiency project that installed a combined 600-kilowatt solar system at the water and wastewater treatment plants and finalized the AMI meter upgrade with Neptune Mach 10 meters and customer facing usage tracking tools. The Wastewater Treatment Plant integrated new SCADA automation and completed a biosolids removal project that cleared more than three hundred dry tons to <img decoding="async" class="wp-image-8503 size-full alignleft" src="https://cloverdaleconnect.com/wp-content/uploads/2025/12/Decorating-copy.jpg" alt="" width="600" height="800" srcset="https://cloverdaleconnect.com/wp-content/uploads/2025/12/Decorating-copy.jpg 600w, https://cloverdaleconnect.com/wp-content/uploads/2025/12/Decorating-copy-480x640.jpg 480w" sizes="(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 600px, 100vw" /></div>

Two replacement drinking water wells were also drilled to strengthen system resiliency and ensure continued access to clean drinking water. Parks received major upgrades as well, including the new inclusive playground and scoreboard at Furber Park, expanded recreational amenities, a new gazebo at 2nd Street City Park and the dog park gained improved ADA accessibility. Significant progress continued at the 210-acre Soda Springs Ranch Open Space Preserve, where new multiuse trails, picnic sites, fencing, signage, and a parking area moved the project closer to public opening. Vegetation management throughout the year included prescribed burns and targeted sheep grazing to support habitat health and fire safety. Parks, Public Works, and Water jointly secured more than one million dollars in grants to support these efforts and <img decoding="async" class="wp-image-8501 alignnone size-full" src="https://cloverdaleconnect.com/wp-content/uploads/2025/12/photovoltaic.jpg" alt="" width="800" height="318" srcset="https://cloverdaleconnect.com/wp-content/uploads/2025/12/photovoltaic.jpg 800w, https://cloverdaleconnect.com/wp-content/uploads/2025/12/photovoltaic-480x191.jpg 480w" sizes="(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 800px, 100vw" />bolstered their staff with multiple Operator in Training (OIT’s), and expanded maintenance personnel to strengthen ongoing operations and support succession planning. The accomplishments reflect the City’s integrated approach to community improvements, supported by reorganized staff roles that now place the Parks Superintendent in charge of street crews, strengthening coordination across departments.</p>
<p><strong>Public safety</strong> efforts remained a core focus this year through continued support of Resilient Cloverdale, FEMA and Emergency Operations Center trainings, and updated EOC preparedness supported by joint simulations with the County. The Police Department strengthened staffing with new trainees, promoted two officers to Patrol Sergeant, and upgraded equipment through</div>

				<div class="et_pb_text_inner">a Homeland Security grant, while continuing its use of body worn cameras and Taser systems. The department purchased two new patrol vehicles, one of which is a four-wheel drive unit that increases access to all terrain areas. Officers expanded community outreach through school programs, events, and a local business mixer, and investigative work led to major arrests in a bank robbery, a retail theft ring, and multiple stolen vehicle cases assisted by the Flock camera system. Participation in drug disposal events and expansion of less lethal tools further supported safe incident resolution. Over the last four years, officer-initiated activity increased by 35 percent, calls for service rose 3 percent, arrests increased 8 percent, and citations grew 27 percent, reflecting a proactive, community-centered approach to public safety. As of November 2025, this year the department handled 8,792 calls for service from dispatch, responded to 14,080 total incidents, and officers initiated 5,288 of those incidents. A total of 237 arrests were made. These efforts highlight the City’s continued commitment to safety, preparedness, and strong community relationships.</p>
<p><strong>Development activity</strong> this year focused on long term planning, community investment, and careful review of future projects. The City purchased the lot and buildings next to Plaza Park to support the planned Plaza Expansion and create more space for public use. A major reorganization of City records was completed, including relocating long term files to a new retention site to improve storage and access. The Planning Commission and Council approved the Circulation Element, and Objective Design Standards were adopted to provide clear guidance for future housing and commercial projects. A Vacancy Ordinance was also adopted to incentivize economic development and reduce long-term commercial vacancies. The City also assisted in the sale of the vacant carwash property, moving a long-time blighted site toward renewed use. Work continued on evaluating cost reduction options for the Police Department facility design, and early review began on potential development concepts ​ live and play!</p>

The new lights and speakers the City purchased for the plaza stage helped elevate the Friday Night Live concert series, and National Night Out strengthened connections between residents and public safety partners; and the Grinch stole Winterfest again! The Police Department also participated in the 2025 Law Enforcement Torch Run, carrying the Flame of Hope through Cloverdale in support of Special Olympics Northern California and amplifying inclusion. Civic engagement expanded through multiple surveys, increased social media outreach, website cleanup efforts, advertised initiatives, press releases, town halls, and outreach campaigns. 				<div class="et_pb_text_inner">is now published the Thursday after each Council meeting. The City also responded to more than one hundred records requests, supporting public access to information. We assisted the Cloverdale Unified School District by hosting field trips at the Water Treatment Plant and City Hall, promoted community attendance at after school sporting events, and while two Student Liaisons completed their terms, after summer break two new liaisons began representing the Cloverdale student body at City Council meetings. Public meeting accessibility improved through upgraded audio-visual equipment at the Cloverdale Performing Arts Center, and Council commemoratively named the walkway between City Hall and the Chamber of Commerce Wolter Way in honor of former Councilmember Gus Wolter. Council also led a community initiative opposing the decommissioning of the Potter Valley Project to help protect regional water supply. This effort required extensive time and coordination by the Mayor and Council to ensure Cloverdale’s water interests were strongly represented. Councilmembers continued broader advocacy work through their service on multiple regional boards, reinforcing the City’s commitment to active leadership beyond the local level. Council delivered over 20 public recognitions and proclamations, launched a new citizen recognition program, and adopted over 70 resolutions and 6 ordinances that guided City policy. These combined efforts strengthened communication, increased transparency, and helped build a more informed and connected community.</div>

<p>As we look ahead, the City will continue to strive for community wide connection and growth, supported by Council&#8217;s newly adopted Mission, Vision, and Values, which guide long term planning, reflect what the City strives to achieve for the community, and are available for review on our website. Work will begin on the next two-year budget to ensure that community priorities shape financial decisions. The City will continue implementing the recently adopted tax measure funds to support infrastructure, public safety, and long-term resilience. Renovation of the historic Scout’s Cabin in City Park will move forward, and plans will advance for the City Plaza expansion and the remodel of the former Trading Post building. The Soda Springs open space area is expected to open, new lights will be added at the dog park, a new gazebo will be installed at Furber Park, recreation programming will expand, and a new park picnic rental program will launch. The City will also undertake a major transition from a dot net to a dot gov website, a significant project that will update the City’s digital presence. The City will continue its advocacy on regional water issues and pursue options that protect long term supply. With three City Council seats on the November ballot, 2026 will also be an important year for civic participation! These projects, funded primarily through FAA entitlement grants, will improve safety, operational efficiency, and prepare the airport for future expansion. To ensure top-quality design and execution, the City has selected C&amp;S Companies—a comprehensive engineering, design, and construction firm trusted by clients nationwide—to perform engineering services for these improvements.</p>
<p><strong>Key Projects (FY2026-2030):</strong><br />Infield Area Drainage Improvements (2025-2027) – Addressing drainage issues to enhance safety and long-term maintenance.<br />Precision Approach Path Indicator (PAPI) &amp; Runway End Identifier Lights (2026) – Upgrading navigation aids to improve visibility and pilot safety.</p>
<p>Wildlife Hazard Assessment (2027) – Identifying and mitigating risks from local wildlife to ensure safe airport operations.</p>
<p>Apron Pavement Reconstruction &amp; Lighting (2028-2030) – Enhancing aircraft parking areas and lighting to accommodate more traffic and improve security.</p>
<p>Perimeter Fencing &amp; Security Upgrades (2028) – Strengthening airport security with new fencing and access controls.</p>
<p><strong>Investing in Future Growth</strong></p>
<p>These upgrades are not just about maintaining current operations &#8211; they are about preparing for future expansion. By improving infrastructure, we will have the capability to increase the number of hangars, allowing us to accommodate more aircraft and generate additional revenue for the city. This investment in our airport’s future will support economic growth, attract aviation-related businesses, and reinforce Cloverdale as a hub for general aviation.</p>
<p>With FAA funding, local matching contributions, and the expertise of C&amp;S Companies, these projects are a strategic investment in both safety and economic development. Construction timelines vary, with completion expected by 2031.</p></div>

<p>Long time Councilmember Gus Wolter submitted his letter of resignation and participated in his last Council meeting on Wednesday, February 12, 2025. The City, Staff, and Council thanks Councilmember Wolter for his decades of dedicated service as a Councilmember, Vice Mayor, and Mayor, and for his significant contributions to the City of Cloverdale! At the same meeting, City Council appointed Andrés Marquez to fill the vacated Council seat and serve the remainder of Wolter’s term. As one of five qualified candidates who ran for the two open council seats in the November election, Marquez received the third highest number of Cloverdalian votes and was ceremoniously sworn into office at the next regularly scheduled Council meeting on February 26, 2025.</p>

<p>He and his wife Mari are immensely grateful to call Cloverdale home. The natural beauty of Cloverdale is unique across Sonoma County and the kindness of this community is inspiring. He is humbled by the support of the community and City Council Members in receiving this appointment and will work hard to bring value to Cloverdale in this role.</p></div>

<p>“Recently I was sworn in for my second term on the Cloverdale City Council and chosen to represent our city as Mayor. Serving as the mayor for the past three years has been one of the greatest honors of my life. It has also been one of the most challenging roles I’ve ever held. While Cloverdale may be small in size, it’s incredibly diverse. Our community is made up of people with a wide spectrum of socioeconomic levels, beliefs, backgrounds, and perspectives. What unites us, though, is the deep, undeniable love of our community.</p>
<p>Like so many places across the country, our small town has not been immune to the divisiveness and tension that have dominated the national stage.</p>
<p>I’ve heard from constituents about their fear for the future. I’ve seen friends and neighbors turn against one another or stop speaking because of their lawn signs or political differences.</p>
<p>This isn’t who we are, and it cannot stand.</p>
<p>When I took my oath of office, I explicitly swore to uphold and protect the Constitution of the United States. In that oath is a promise to protect and encourage the expression of the freedoms, rights, and opportunities enshrined in that great document. These liberties are not reserved for some of us—they belong to all of us. While I’m honored to lead the charge, this is a responsibility that falls on all of our shoulders. It is all of our responsibilities to foster a space where everyone feels heard, respected, and valued, no matter their views or where they come from. Unity does not mean uniformity. It does not mean we will always agree. What it does mean is that we commit to treating one another with respect, empathy, and a belief in the common good.</p>
<p>Cloverdale, like the rest of Sonoma County, faces very serious issues in the coming years, homelessness, water security, economic strain, and wildfire threat, to name a few. These are nonpartisan, local issues that need all of our attention. We can’t face these issues divided. So, put down your device, log out of your social media, turn off your cable news, and go say hello to your neighbor.</p>
<p>I’ve seen my fellow Cloverdale residents come together in times of crisis and celebration. That’s who we are. We come together around our common values of liberty, patriotism, community, and prosperity, for everyone. <p>The City Council bids a heartfelt farewell to City Manager <strong>David Kelley</strong>, who concluded his dedicated service to the City of Cloverdale on December 11th.</p>
<p>David began his tenure with Cloverdale in February 2016 as Assistant City Manager/Community Development Director and was appointed City Manager in March 2018. Throughout his time with the City, he made a lasting impact, particularly in the development and preservation of parks and open spaces. His leadership was instrumental in the grand opening of the Cloverdale Dog Park and the Porterfield Creek Open Space, as well as the acquisition of Soda Springs Ranch and significant improvements to existing city parks.</p></div>

<p>We thank Melanie for her unwavering commitment to our community and wish her the best in her future endeavors.</p>

<p><strong>New Shade Structures at Cloverdale Dog Park</strong></p>
<p>The City of Cloverdale is excited to announce the installation of two brand-new shade structures at the Cloverdale Dog Park. This enhancement was made possible thanks to the tremendous efforts and contributions of the Cloverdale Rotary Club, Todd Land Construction and Parks Staff, whose fundraising and hands-on work brought this project to life.</p>
<p>The new shade structures provide a much-needed respite from the sun for both dogs and their owners, creating a more comfortable and enjoyable environment. Whether it’s a sunny summer day or a crisp fall afternoon, the shade structures allow for extended playtime and relaxation in the park.</p>
<p>The City extends its gratitude to the Cloverdale Rotary Club and Todd Lands Construction for their dedication and support in improving our community spaces. These structures are a testament to the power of collaboration and the shared goal of making Cloverdale a great place to live, work, and play.</p>

<p>The Cloverdale City Council has unanimously adopted a resolution opposing Measure J, a pivotal measure on the <br />upcoming November ballot. Measure J, known as the &#8220;Sonoma County Prohibition on Concentrated Animal <br />Feeding Operations (CAFO),&#8221; seeks to phase out existing CAFOs and prohibit new ones across unincorporated <br />Sonoma County, which could have significant repercussions for the region&#8217;s agricultural industry.</p>
<p>The Council&#8217;s resolution, based on a comprehensive agenda report, highlights several concerns regarding Measure J&#8217;s potential impacts on the local economy, agricultural heritage, and community well-being. Measure J would <br />enforce stringent regulations on farms categorized as CAFOs, affecting operations involving cattle, dairy, poultry, <br />and other livestock. Under the measure, existing CAFOs would be required to cease operations within three years, imposing severe financial penalties for non-compliance.</p>
<p>Additionally, various County departments, including the Sonoma County Department of Agriculture and the <br />Economic Development Board, have expressed concerns about the economic fallout if Measure J passes.</p>
<p>Given the importance of agriculture to Cloverdale&#8217;s history and economy, the City Council&#8217;s resolution emphasizes the need to protect local farms and ranches. The resolution urges all Sonoma County voters to consider the far-reaching consequences of Measure J and to vote &#8220;no&#8221; in the upcoming election.</p></div>

<p>Measure CC proposes an amendment to the City’s Urban Growth Boundary (UGB) and an extension of its term until <br />2050. The UGB currently restricts urban development to within specific boundaries to preserve the natural <br />landscape and prevent urban sprawl. Measure CC would extend the UGB to include the western hills adjacent to the city’s boundaries, a first step towards potential future annexation into Cloverdale.</p>

We’re excited to join international, national, and local efforts to highlight the importance of clean water and to promote community cleanups of our local waterways. This year, Creek Week, National Pollution Prevention Week, and California’s Coastal Cleanup Day all take place between September 16th and 29th. These events aim to educate the public and encourage active participation in keeping our waterways free from trash and pollutants.</p>
<p><strong>Participate in Creek Week with the City of Cloverdale<img decoding="async" class="wp-image-7265 size-medium alignright" src="https://cloverdaleconnect.com/wp-content/uploads/2024/08/CreekWeek2024-Fig1-225x300.jpg" alt="" width="225" height="300" /></strong><br />Every September, the Cloverdale community comes together to learn about the Russian River Watershed and actively contribute by removing trash from our creeks, rivers, and beaches. Last year, dedicated volunteers from Cloverdale filled three 30-yard dumpsters—nearly 20,000 pounds of waste removed from our local waterways! Without these efforts, that trash could have been swept downstream during the wet winter, impacting not just our river but also downstream communities and the Pacific Ocean.</p>
<p>This year, the City of Cloverdale will host two Russian River cleanup events on <strong>Saturday, September 21st, from 9-11 am</strong>. We need your help! Volunteers can choose to clean up the River at Asti Bridge (meeting at the Russian River bridge on Washington School Road) or at First Street Bridge (meeting near the cemetery on Crocker Road/E. First St.). All necessary supplies—gloves, trash grabbers, bags, and more—will be provided, and volunteers will receive a special gift as a token of our appreciation.</p>

The Russian River is a vital ecosystem and the source of Cloverdale’s freshwater supply. Beneath our river lies an intricate aquifer of gravels, sand, and clay, from which our City draws its drinking water. This water is pumped from a wellfield near Cloverdale River Park, treated, and then delivered via an extensive distribution network to our residents and businesses.</p>
<p>However, during droughts and dry periods, our pumping system can encounter challenges. As groundwater levels drop and river flow slows, our ability to pump water through existing wells is threatened. When this happens, air can get entrained in the wells which can clog the filters at the treatment plant. Clearing these clogs requires flushing the filters multiple times a day, requiring additional water and electricity.</p></div>

				<div class="et_pb_text_inner"><p>Recognizing that drought condition can affect our wellfield, the City has developed a plan to address air entrainment and improve water supply efficiency, especially during droughts. In 2022, these efforts were rewarded with a $3 million grant from the Department of Water Resources as part of the Urban and Multi-benefit Drought Relief Grant Program. This funding is being used for essential projects, including the replacement and upgrade of two aging supply wells that are prone to air entrainment. These upgrades will also include new above-ground systems that provide real-time water level information, enabling precise control and stable groundwater levels even during low flow or peak demand conditions.</p>
<p>This project is expected to save approximately 13 million gallons of water each year! Increased efficiency means less water diverted from the Russian River, reducing stress on the river’s ecosystem. The design phase for the two replacement wells is complete, and construction will begin next year. This initiative exemplifies how identifying key projects and securing grant funding enables the City to enhance our water system’s resilience to drought, directly benefiting the health of the watershed. Funding for the Well Replacement project has been provided in full or in part from the Budget Act of 2021 and through an agreement with the State Department of Water Resources.<br />Together, City staff, agency partners, community members, and environmental scientists are making strides toward a more sustainable and resilient water supply system. By doing so, we’re not only ensuring a brighter future for ourselves but also contributing to the well-being of our cherished Russian River and surrounding creeks.</p>

<p><strong>Update on the November 2024 Sales Tax Measure</strong></p>
<p>As we approach the November 2024 elections, Cloverdale&#8217;s City Council has been actively working to address the city&#8217;s critical financial needs. Following the recent council meetings and community feedback, we have an important update regarding the proposed 3/4 cent sales tax measure that will be on the ballot. This measure aims to generate additional revenue for essential services and infrastructure improvements in Cloverdale.</p>
<p><strong>Background and Need for the Measure</strong></p>
<p>Cloverdale faces significant financial challenges, including a $1,000,000 annual structural operational budget deficit, $17,000,000 needed for a new police station, and $30,000,000 required for road repairs and maintenance. These critical needs cannot be met with the city&#8217;s current financial resources alone. To address these challenges, the City Council has proposed a 3/4 cent sales tax measure to be voted on in the upcoming November election.</p>
<p><strong>Key Elements of the Proposed Measure</strong></p>
<p>Financial Context: The city has limited financial capacity to fund critical capital projects and service priorities. Often, budget reserves are used to close expenditure and revenue gaps, but this is not a sustainable solution. The proposed 3/4 cent sales tax increase is expected to generate approximately $1.6 million annually, providing a crucial revenue stream to support Cloverdale&#8217;s essential services.</p>
<p><strong>Allocation of Funds</strong>: The funds generated from the sales tax increase will be used for:<br />• <strong>Road Repairs and Maintenance</strong>: One-third of the city&#8217;s roads are rated in poor or very poor condition. It will cost an estimated $5 million over the next five years to maintain their current condition and almost $31 million to bring all roads up to fair or good condition.<br />• <strong>Pedestrian and Safety Improvements</strong>: Over $1 million is needed for unfunded pedestrian and safety improvement projects, such as sidewalks along Asti Road and restriping Cloverdale Blvd.<br /><strong>• Park Improvements</strong>: The city has identified over $2.5 million for planned improvements at city parks, in addition to ongoing maintenance and repair costs.<br /><strong>• Public Safety</strong>: The police station is in poor condition and requires over $10 million for replacement, including at least $250,000 for design and planning. The Police Department also needs regular vehicle and equipment replacements.</p>

Although the Isom Advisors&#8217; study indicated that only 43.1% of respondents supported a 0.75% sales tax increase, the council believes that the proposed measure, with clear communication and accountability, can gain the necessary support.</p>
<p><strong>Comparison with Other Sonoma County Cities</strong>: Many cities in Sonoma County have higher sales tax rates to support their infrastructure and services. For instance, Petaluma and Cotati charge a 1% sales tax, while Sonoma charges 0.75%. Healdsburg, with a 0.50% rate, collects significantly more revenue due to higher transaction volumes, generating $1,288,376 quarterly compared to Cloverdale&#8217;s $247,460. Additionally, both the City of Sonoma and City of Sebastopol are placing local sales tax measures on the ballot. The proposed 3/4 cent increase in Cloverdale is necessary to ensure adequate funding for essential services.</p>

<p>Uziel Ruiz: Officer Trainee Uziel Ruiz is set to begin his training at the Santa Rosa JC Police Academy on July 22nd. Uziel brings a strong sense of dedication and community spirit to the department, and we are confident that his training will equip him with the skills necessary to serve Cloverdale with integrity and commitment.<br />Samantha Bono: Reserve Police Officer Samantha Bono is expected to start the Police Academy in September 2024. Samantha has already shown great promise and dedication in her role as a Reserve Officer, and we look forward to her continued growth and success as she transitions to a full-time Police Officer.</p>

Seven cities in Sonoma County have enacted local sales tax measures ranging from ½ cent to 1 cent. A ¾ cent ($.0075) sales tax increase would generate approximately $1.66 million annually for the City. This entire amount would stay within Cloverdale, and no portion would be shared with the County or State.</p>
<p><strong>Council Consideration:</strong><br />At the regularly scheduled City Council meeting on July 24, 2024, the City Council will vote on whether or not to place a ¾ cent sales tax increase on the November to fund infrastructure repairs and critical services. Members of the public are invited to attend the meeting to hear more information on the City’s financial condition, and provide their feedback on the measure. The potential sales tax measure would require simple majority (50%+1) support to pass.<br />________________________________________</p>
<p><strong>Urban Growth Boundary Amendment and Extension</strong><br />The Urban Growth Boundary (UGB) is a component of Cloverdale&#8217;s land-use planning strategy. Established by Measure G in 2010, the UGB delineates the area within which urban development can occur, thereby preserving the surrounding rural and agricultural lands.</p></div>

				<div class="et_pb_text_inner"><p><strong>Background and Need for Amendment:<br /></strong>In recent years, there has been increased interest in limited development of land areas just outside the current UGB, particularly from organizations like Clearwater Ranch, who serves families of individuals with developmental disabilities. This non-profit adult care facility, located off Cherry Creek Road, has faced limitations due to its location outside the UGB and the city&#8217;s Sphere of Influence, restricting its access to city services, such as water and sewer. Clearwater Ranch, along with other property owners in the western hills, have expressed a desire to amend the UGB to allow for future annexation and expansion. In addition, the City’s two major open spaces areas are currently outside of City limits and therefore the City is required to pay significant annual property taxes to the County for these properties. On June 12, the City Council vote 5-0 to place a measure on the November 5, 2024 ballot to amend the boundaries of, and extend the term of, the UGB</p>
<p><strong>Proposed Changes:<br /></strong>The proposed ballot measure has two components:</p>
<ol>
<li><strong>Modify the UGB Location:</strong> The measure amends the location of the UGB to include areas in the western hills adjacent to Cloverdale’s current City boundaries. This extension is designed to bring properties like Clearwater Ranch within the UGB, facilitating future annexation and development under city, rather than County, zoning and development standards. This shift would facilitate the city retaining control over development, aligning it with Cloverdale’s goals of preserving the western hillside while allowing for some limited expansion.</li>
<li><strong>Extend the UGB Term:</strong> Currently, any changes to the UGB before January 1, 2030 require voter approval. The proposed measure will extend this date to January 1, 2050.</li>
</ol>
<p><strong>Impact:<br /></strong>If approved, the measure would bring additional areas within the UGB. Those areas could then move forward with the process of being annexed into the City. The annexation process is governed by the Sonoma County Local Agency Formation Commission (“Sonoma County LAFCo”). When property annexes into the City, it is subject to Cloverdale’s development standards, rather than the County’s. The City’s development standards emphasize preserving the character and environment of the western hills. Additionally, property that is annexed into the City can receive City services, including water and sewer.</p>
<p><strong>Voter Consideration:<br /></strong>The question presented to voters will be:</p>
<p>&#8220;Shall an Ordinance be adopted to extend the term of the City’s Urban Growth Boundary by 20 years and modify the City’s Urban Growth Boundary to include the western hillside adjacent to the City’s existing boundary to facilitate City rather than County control over development in this area to further the City’s goal of preserving the hillside from significant new development?&#8221;</p>
<p>A simple majority (50%+1) is required for the measure to pass. Approval would mark the beginning of a lengthy process involving amendments to the City’s Sphere of Influence and subsequent annexation procedures, subject to Sonoma County LAFCO&#8217;s approval.</p>

Learn your zone for home and work and be ready to go when an evacuation order or warning for your area is issued. Share your zone with out-of-town friends and family for their situational awareness. <p><strong><u>Plan:</u></strong> When it&#8217;s time to evacuate and action is required, the City encourages residents to have a plan in place. Planning will give you the confidence to act and provide you with the necessary tools to stay safe. Below are some tips that you can use to help build your plan:</p>

<li>The Safety of you, your family and pets are your priority.</li>
<li>If you need help to evacuate, quickly reach out, in advance, to neighbors, family, or friends and discuss how they can assist you, what you will need, and a backup plan in case the immediate help is not able to assist.</li>
<li>Be sure to have an extra supply of life-saving medications and copies of prescriptions.</li>
<li>Complete a Personal Emergency Plan and have it ready to go.</li>

<p><strong><u>Alerts</u>: </strong>The City of Cloverdale has experienced disasters over the past several years, including floods, power shutoffs, a pandemic, and wildfires that have threatened the incorporated population. The City&#8217;s alert and warning system is vital in early alert notifications, and residents are encouraged to sign up to receive life-saving alerts. Below are the apps to sign-up and receive critical information from different warning systems within Sonoma County.</p>
<p><strong>Nixle </strong>– Receive email and text messages from local fire and law enforcement agencies that include public safety messages and emergency information. Text your zip code to 888777 to opt-in or sign up online to receive email or text messages with alerts and advisories.</p>
<p><strong>SoCoAlert</strong> – Upon signing up for SoCoAlert, select to receive alerts through landline calls, cell phone text messages, or pre-recorded verbal messages and email. The system also works with telephone devices for the deaf.</p>
<p><strong>National Oceanic and Atmospheric Administration (NOAA) Weather Radio</strong> – This alert system is available at a relatively low cost. When properly programmed, the National Weather Service can remotely turn on these radios and send basic alerts, including for wildfires. The message may be accompanied by a warning tone, depending on the model of radio you purchase.</p>

These kits are collections of supplies needed when an earthquake strikes, or an emergency evacuation is ordered. Personalize kits and keep them where they can easily be reached—at home, in the car, at work, or at school. This is particularly important when a quick getaway may be needed during fire season. A backpack or other small bag is best for these kits to be easily carried in an evacuation.</p>

<p>Because disaster can happen at any time, have your plan in place to reunite with your family members before there is an emergency. Talk to your family members about locations within and outside of Cloverdale to reunite if separated. Remember that local cell service and phone lines will most likely be disrupted in a disaster, so have a family member or friend outside of the County that will be your point of contact. 				<div class="et_pb_text_inner"><p>Here is an update on the recent primary elections held on Tuesday, March 5, 2024, plus valuable information regarding the November 5, 2024, General Municipal Election often referred to as the Presidential Election, as well as crucial details for those interested in running for a seat on the Cloverdale City Council.</p>
<p><strong>Primary Elections Recap:</strong><br />The primary elections held on March 5th earlier this month marked a pivotal moment in our community&#8217;s democratic process. Voters turned out to cast their ballots and voice their preferences for candidates vying for positions of leadership in the State Assembly as well as Measure H, which would approve a sales tax for local emergency services and disaster response.</p>
<p>The primary elections are essential as they narrow down the field of candidates, allowing the top contenders to advance to the General Municipal Election in November. The City of Cloverdale is situated within the 2nd District of the State Assembly. The top two leading candidates for State Assembly will face a runoff in the November 5 General Elections. At the time of writing this article, Measure H appears to have garnered over 60% approval on its way to becoming enacted. Measure H is expected to enable the Cloverdale Fire Department to hire additional full time firefighters and much needed emergency equipment.</p>
<p><strong>Preparations for November 5, 2024, General Municipal Election:</strong><br />There are two seats on the Cloverdale City Council that will open for election on the November 5 Election. In addition, Cloverdale will be considering whether to place various ballot measures before registered voters in the city including whether to update the City’s Urban Growth Boundary and a potential revenue measure.</p>
